(a) The Board shall have jurisdiction to conduct public hearings to hear and decide the following:
(1) Complaints made by customers in accordance with Section 921.28;
(2) Complaints made by customers for water service charges and billing;
(3) Complaints made by customers for sewer service charges and billing;
(4) Complaints made by customers for trash removal charges and billing; and
(5) Complaints made by customers for storm water utility charges and billing.
(b) The Board shall not have jurisdiction to hear and decide complaints made by customers on the quality of the services. The Board's jurisdiction shall be solely for the purposes of appealing charges and delinquencies in payment.
