No person, other than a parent or legal guardian, may sell, exchange, give, lend, or otherwise furnish, or cause or permit to be exchanged, given, loaned, or otherwise furnished, any array of the following graffiti implements to any person under the age of eighteen (18) years without the written permission of the parent(s) or guardian(s) of the minor:
(a) Aerosol paint container(s);
(b) Graffiti stick(s);
(c) Paint stick(s); and/or
(d) Etching cream(s).
