The Department of Planning and Development shall be headed by a Director of Planning and Development who shall have had previous municipal or corporate experience in the duties assigned to his department. Director of Planning and Development shall have all the powers and duties now or hereafter given to the Director of Planning and Development in municipalities by law and shall have responsibility for developing and implementing economic development programs, managing the function of planning and zoning, and shall perform such other functions and duties as may be prescribed by legislation or by order of the City Manager.
