During the vacancy in the office of the Manager, the Council shall appoint a person to serve as "Acting Manager" by adoption of a motion of four (4) affirmative votes of its members. The "Acting Manager" shall have all the powers, duties, and functions of the Manager during their tenure as "Acting Manager." The "Acting Manger" may hold another appointive office or position of employment within the Municipality, except that of Law Director or Finance Director and shall receive compensation as established by the Council by the adoption of a motion of four (4) affirmative votes of its members.
