Council may remove the Manager by the affirmative vote of five (5) of its members. In any case of removal, the former Manager shall be paid all sums due pursuant to any contractual agreement they may have with the City, or in the event there is no contract, the former Manager shall be paid any unpaid balance of their salary and benefits and in addition, so much separation allowance as Council may determine to be justified under the circumstances; provided such separation allowance shall not be less than an amount equal to their salary and benefits for a two (2) month period.
