The owner shall be responsible for Stormwater drainage Facilities located on Private Property where runoff will principally be collected within that Property. The owner shall clean and maintain the facility or channel as required to ensure proper operation. The owner shall place no structures or plantings that interfere with the drainage facility or its operation and maintenance.
