The City shall be responsible for controlling erosion, siltation and sedimentation that will adversely affect Storm Sewers, drainage ditches, watercourses, and other drainage Facilities. It shall not be concerned with slips and slides of earth; however, it shall be concerned with the pollution of public waters and watercourses carrying sediment from accelerated soil erosion and accelerated Storm runoff caused by earth-disturbing activities insofar as they clog, change, or alter the carrying capacity of drainage facilities. It shall be concerned with other activities causing erosion, siltation or sedimentation, other than construction procedures, that might hinder proper drainage. The City shall not be responsible for erosion, siltation and sedimentation for projects of other governmental agencies having sediment control plans unless the agencies do not fulfill their surveillance and enforcement policies.
