735.04 SOLICITATION OF PASSENGERS.
   (a)   No person shall solicit passengers by the sounding of a taxicab horn, by spoken word or in any other manner at any place other than lawfully designated taxicab stands.
   (b)   Nothing herein shall be construed to interfere with accepting passengers at other places when such is previously arranged with the passenger or when hailed while en route.
