The harboring and keeping of livestock within the city limits is prohibited unless such livestock is kept on property in excess of three acres. This livestock prohibition shall not apply to chickens. Residences within the city limits are authorized to have up to ten chickens so long as the chickens are penned at all times and kept only in the backyard. Roosters shall not be permitted.
