§ 32.055 INTERPRETATION AND CONSTRUCTION.
   The general policies and procedures, rules and regulations of Police Department, as approved time to time, shall be interpreted and construed consistent herewith, the personnel policies applicable to all city employees, and in a manner consistent with the city being and remaining an at-will employer. The general policies and procedures of the Police Department shall not be interpreted or construed as creating third-party rights and it is not the intention of the city to create third-party rights through the general policies and procedures. The general policies and procedures, rules and regulations of the Police Department shall be interpreted as a general guideline to be used by the Police Department to promote professionalism and organizational development and shall not be interpreted to be a complete procedural guide or to limit an officer's discretion. Nothing in the general manual, or its amendments, shall be interpreted or construed as an obligation, mandate, requirement or agreement of the city or the Police Department to function or operate in the manner or methods described therein.
