The City Administrator shall be appointed by a majority vote of the City Council for an indefinite term of office. Pursuant to Tex. Loc. Gov't Code § 150.021(b), the City Council may, in its sole discretion, direct and require the City Administrator to establish residency within the city or, with respect to a City Administrator residing outside the limits of the city, establish time limits within which the City Administrator must respond to civil emergencies within the city.
