Sidewalk and outdoor sales are regulated and controlled for the purposes of protecting pedestrian and motor vehicle traffic, creating a cleaner and more attractive environment, promoting the economic welfare of the community, and providing for the public health, safety and welfare. To assist the accomplishment of those purposes, sidewalk and outdoor sales are regulated as provided in this chapter.
