This chapter and the requirements set forth herein may be enforced by the city in a civil proceeding, either at law or in equity, and, in such event, the land owner, licensee or occupant, of the premises on which the activity described in § 111.01 is conducted or undertaken, shall be responsible for the reasonable and necessary attorney fees and costs of court incurred by the city in filing and prosecuting the civil action.
