The City Council shall have the power to revoke the license provided for in this chapter at any time after a finding that the person or entity holding the license is in violation of this chapter and the violation has continued, or has been repeated, after 30-days' notice and opportunity to comply with this chapter, but only after notice has been given to the owner of the business of a hearing to be held not less than ten days after the service of the notice.
