The City Secretary shall, before issuing any license pursuant to this chapter, refer the application to the Planning and Zoning Commission for its approval or disapproval. The Planning and Zoning Commission shall, in its decision and hearing process, consider the nature of the adjacent and neighboring land uses, the location of the proposed use in relation to other and similar uses within the city and the city's zoning plan, and the potential impact, if any, of the proposed use on the health, safety and welfare of adjacent and neighboring areas of the city.
