(A) Each person, partnership and corporation owning property within the limits of the city shall, between January 1 and April 30 of each year, hand to the City Assessor and Collector a full and complete sworn inventory of the property possessed or controlled by him, her or them within the limits of the city.
(B) Taxes shall become due October 1 and become delinquent February 1 of each year, with a 5% penalty on delinquent taxes.
