Section V. Development Standards.
   Any building or structure constructed, erected or installed within the City shall comply with the following development standards:
   A.   R-1 and R-2 Districts; Duplexes.
      1.   Set-Backs.
      Front - Twenty-five (25) feet from street line.
      Interior Sides - Five (5) feet.
      Rear - Five (5) feet.
      Side Street - Corner lots shall have both street exposures treated as front yards and shall comply with front setback requirements.
      2.   Minimum Lot Widths and Depths.
      R-1: 70 ft. wide, 100' depth.
      R-2: 100 ft. wide, 100' depth.
      3.   Minimum Lot Size.
      R-1 : 7,000 square feet
      R-2: 15,000 square feet
      Duplexes: 7,000 square feet
      4.   Minimum total building living space of principal structures - 1,400 square feet, except that the minimum total building living space for principal structures constructed with HOME Grant funds is 1,000 square feet.
      5.   Height: No building or structure shall have a height in excess of 2 and½ stories.
      6.   Maximum Lot Coverage: The maximum percent of the lot area which may be covered by all buildings, including storage buildings in the R-1 or R-2 Districts, shall be as follows:
         a.   R-1, 40%
         b.   R-2, 40%
      7.   Storage buildings. A structure designed for use as storage or for transporting materials shall not be used as a residential structure. Large shipping or cargo containers (e.g. conex) shall not be used in any manner for storage or as a residential structure.
      8.   Recreational vehicles or travel trailers. No long term or permanent use of temporary dwellings such as recreational vehicles, travel trailers may be used for on-site dwelling/residential purposes. No utilities may be hooked up to any recreational vehicles or travel trailers.
   B.   MF-1 District.
      1.   Set-Backs.
         a.   Front - Twenty-five (25) feet from the street line.
         b.   Interior Sides - Fifteen (15) feet.
         c.   Side Street - Fifteen (15) feet.
         d.   Rear - Twenty-five (25) feet.
      2.   Minimum Lot Width: 80 feet.
      3.   Minimum Lot Size: 15,000 square feet; provided that for apartments and condominiums, density on a single lot may not exceed 27 units per gross acre.
      4.   Height: No building or structure shall have a height in excess of 3 stories.
      5.   Maximum Lot Coverage:
         a.   The maximum lot coverage of the main building shall be 40%.
         b.   The maximum lot coverage of all structures shall be 50%.
      Single Family Dwellings and Duplexes - Single Family Dwellings and Duplexes shall comply with the development standards set forth in Section V(A).
      6.   Recreational vehicles or travel trailers. No permanent or long-term use of temporary dwellings such as recreational vehicles or travel trailers may be used for on-site dwelling/residential purposes. No utilities may be hooked up to any recreational vehicles or travel trailers.
   C.   M-1 District. See Section IV-A.
   D.   M-2 District. See Section IV-B.
   E.   C-1 and C-2 Districts.
      1.   Set-Backs.
         a.   Front - Twenty-five (25) feet from the street line.
         b.   Interior Sides - Seven (7) feet.
         c.   Side Street - Fifteen (15) feet.
         d.   Rear - Fifteen (15) feet.
      2.   Minimum Lot Widths: 50 feet.
      3.   Minimum Lot Size: 6,000 square feet.
      4.   Height: No building or structure shall have a height in excess of 45 feet.
      5.   Maximum Lot Coverage:
         a.   The maximum lot coverage of the main building shall be 40%.
         b.   The maximum lot coverage of all structures shall be 50%.
      6.   Recreational vehicles or travel trailers. No permanent or long-term use of temporary dwellings such as recreational vehicles or travel trailers may be used for on-site dwelling/residential purposes. No utilities may be hooked up to any recreational vehicles or travel trailers. Such vehicles may be parked on an approved surface for repairs, sales and/or services with/from businesses located in such district.
   F.   I-1 District.
      1.   Set-Backs.
         a.   Front - Twenty-five (25) feet from the street line.
         b.   Interior Sides - Twenty-five (25) feet.
         c.   Side Street - Twenty-five (25) feet.
         d.   Rear - Twenty-five (25) feet.
      2.   Minimum Lot Width: 80 feet.
      3.   Minimum Lot Size: 9,000 square feet.
      4.   Height: No building or structure shall have a height in excess of 45 feet.
      5.   Maximum Lot Coverage:
         a.   The maximum lot coverage of the main building shall be 50%.
         b.   The maximum lot coverage of all structures shall be 60%.
      6.   Recreational vehicles or travel trailers. No permanent or long-term use of temporary dwellings such as recreational vehicles or travel trailers may be used for on-site dwelling/residential purposes. No utilities may be hooked up to any recreational vehicles or travel trailers. Such vehicles may be parked on an approved surface for repairs, sales and/or services with/from businesses located in such district.
   G.   I-2 District.
      1.   Set-Backs.
         a.   Front - Fifty (50) feet from the street line.
         b.   Interior Sides - Fifty (50) feet.
         c.   Side Street - Fifty (50) feet.
         d.   Rear - Fifty (50) feet.
      2.   Minimum Lot Width: 150 feet.
      3.   Minimum Lot Size: 43,500 square feet.
      4.   Height: No building or structure shall have a height in excess of 45 feet.
      5.   Maximum Lot Coverage:
         a.   The maximum lot coverage of the main building shall be 40%.
         b.   The maximum lot coverage of all structures shall be 45%.
      6.   Recreational vehicles or travel trailers. No permanent or long-term use of temporary dwellings such as recreational vehicles or travel trailers may be used for on-site dwelling/residential purposes. No utilities may be hooked up to any recreational vehicles or travel trailers. Such vehicles may be parked on an approved surface for repairs, sales and/or services with/from businesses located in such district.
   H.   A District.
      1.   Set-Backs.
         a.   Front - Twenty-five (25) feet from the street line.
         b.   Interior Sides - Twenty-five (25) feet.
         c.   Side Street - Twenty-five (25) feet.
         d.   Rear - Twenty-five (25) feet.
      2.   Minimum Lot Width: 150 feet.
      3.   Minimum Lot Size: 43,500 square feet.
      4.   Height: No building or structure shall have a height in excess of 45 feet.
      5.   Maximum Lot Coverage. The maximum percent of the lot area which may be covered by all buildings shall be 40%.
      6.   Recreational vehicles or travel trailers. No permanent or long-term use of temporary dwellings such as recreational vehicles or travel trailers may be used for on-site dwelling/residential purposes unless on a parcel ten (10) acres or more that contains at least one single family residence. No long-term living (over 10 days total) in the recreational vehicle or travel trailers and no utilities may be hooked up to any recreational vehicles or travel trailers.
   I.   PD District. The Development Standards applicable to the district governing the proposed base use of the property shall apply within this district, i.e. if the proposed use of property within the District is a use provided for in the C District the conditions and limitations applicable to the C District shall apply to the property.
   J.   P-1 District.
      1.   Set-Backs.
         a.   Front - Twenty (20) feet from the street line.
         b.   Interior Sides - Five (5) feet.
         c.   Side Street - Ten (10) feet.
         d.   Rear - Twenty (20) feet.
      2.   Minimum Lot Width: 70 feet.
      3.   Minimum Lot Size: 7,000 square feet.
      4.   Height: No building or structure shall have a height in excess of 45 feet.
      5.   Maximum Lot Coverage. The maximum percent of the lot area which may be covered by all buildings shall be 40%.
   K.   Signs. Signs shall be allowed in zoned areas within the following limits:

   The number of signs is limited to the number for streets on which a residence has frontage. For business, public and industrial uses, the maximum is one freestanding sign per zoned lot, or one freestanding sign per 100 feet of street frontage. Zoned lots with multiple uses or multiple users shall provide for common or shared use of the sign.
   In addition to the above setback requirements, signs must be located such that at every street intersection and entrance way, there is a clear view between heights of three feet and ten feet of all traffic lanes. No sign is hereafter permitted to be erected or installed in any zoned area which creates confusion, impairs vision or otherwise distracts drivers of automobiles using the public streets. No signs shall be allowed in the public right-of-way except public signs placed by a governmental entity, or informational signs posted by a public utility concerning poles, lines, pipes or other facilities.
   Non-conforming signs may continue in use until they are removed, destroyed or dilapidated as defined by appropriate City ordinance, whereupon they may only be replaced with a sign meeting the sign standards herein.
   L.   Off-Street Parking. Vehicle parking shall be provided on the lots or tract of land as follows:
   R-1 and R-2 Residential District - Minimum two (2) spaces per dwelling unit; no parking shall be allowed within the front yard area except on the improved driveway or surface (e.g. all-weather asphalt, concrete, or paving stones).
   MF-1 Residential District
   •   Structures with four (4) or fewer dwelling units, two (2) spaces per unit; no parking shall be allowed within the front yard area except on the improved driveway or surface (e.g. all-weather asphalt, concrete, or paving stones).
   •   Structures with more than four (4) dwelling units, 1 ½ spaces per unit; no parking shall be allowed within the front yard area except on the improved driveway or surface (e.g. all-weather asphalt, concrete, or paving stones).
   C-1, Business District:
   •   Professional offices, 1 space per 200 S.F. of floor area.
   •   General business, 1 space per 400 S.F. of floor area.
   •   Restaurants, 1 space for each 4 seats in the restaurant.
   •   Warehouse, 1 space per 1000 S.F. of warehouse floor area.
   All other Districts -Adequate to accommodate the intended structure's use. Recreational vehicles and/or travel trailers parked on a parcel ten (10) acres or more in an A District shall be parked on a paved or all-weather surface such as asphalt, concrete, or paving stones.
   M.   Fences.
      a.   Anyone erecting a fence within the city limits must apply for a permit from the city.
      b.   No fencing may be located in the front yard of a residential district; no fencing is permitted in the front or side street setback of all other districts.
      c.   Any fencing installed adjacent to a public ROW shall be installed with the finished (smooth) side facing the ROW.
      d.   All fences along a common property boundary shall be less than or equal to eight (8) feet in height except as provided below.
      e.   Fences greater than eight (8) feet in height shall be allowed for impeding access to hazardous or secured facilities including, but not limited to, electrical substations and chemical or equipment storage yards. For high security applications, barbed wire or razor wire (or equivalent) may be installed above the eight (8) foot height limit but not to exceed a total of ten (10) feet in height.

      f.   No fence or other structure more than twenty percent (20%) solid or more than three (3) feet high shall be located within twenty-five (25) feet of the intersection of any rights-of-way.
      g.   All fences shall be constructed to maintain structural integrity against natural forces such as wind, rain and temperature variations.
      h.   The finished side of all fences built to comply with screening regulations shall face away from the screened object.
      i.   All posts shall have concrete footings.
      j.   Concrete wire, barbed wire and other types of fences prohibited. No fence regulated by this section shall be constructed of plywood, sheet metal, corrugated steel, fiberglass panel, concrete wire, hog wire, chicken wire, barbed wire or any similar type wire which is less than 12 gauges, nor shall any electric fence be used in any residentially zoned area of the city.
      k.   The maximum height of any permitted fence shall be eight feet for a chain link or other type of security fence that does not obstruct visibility, or six feet for a solid privacy fence.
      l.   Fences shall be constructed of customary urban fencing materials and shall be aesthetically consistent with buildings and fences in the area. All fences shall be constructed to maintain structural integrity against natural forces such as wind, rain and temperature variations.
      m.   Any person, group of persons or corporation owning or having control of any fence within the city shall be responsible to maintain the fence in a safe and visibly presentable condition. All fencing shall be maintained in an attractive state and shall not be allowed to lean, sag, warp or otherwise fall into disrepair. Any missing, rotted, loose or broken pieces shall be replaced. This shall include replacement of broken or defective boards, posts, wire, wood, wrought iron, vinyl, brick, pierced brick, stone, mortar, blocks, wood or other fence parts or a combination of some or all. This section requires owners to remove, repair, or replace fences identified in violation that may cause the fence to be unsafe or unsightly.
      n.   Existing fences are subject to inspection and may be tagged as safety hazards or public nuisances if not adequately maintained. Should such notification occur, the owner of the property has ninety days (90) to rectify. Property owners or residents may seek a one-time ninety-day (90) extension from the Chief of Police or designee.
      o.   Inspection upon completion. Upon completion of a fence constructed under a permit issued by City Hall, an inspection shall be made thereof by the building official or his designated representative. If the fence is constructed in accordance with the provisions of the zoning ordinance, the building official will issue written notice of acceptance to the permit holder. Any and all fences in the city shall hereafter be constructed under the provisions of this article and existing fences shall be maintained so as to comply with the requirements at all times.
      p.   If any fencing is erected that obstructs access to a water meter which causes an employee of the city to have to go through, over, or under said obstruction to enable the employee access to the water meter, then the water meter will be moved by a city employee at the expense of the customer with such expense being added to the customer's subsequent water bill if not paid.
   N.   Pools. Guidelines for fencing around pools is in accordance with Tex. Health and Safety Code, Title 9 Safety, Subtitle A Public Safety, Chapter 757, Pool yard enclosure.
   O.   Accessory structures.
      a.   No accessory structure, excluding fences or walls, shall be closer to any property line than the required front and side yard setbacks; however, an accessory structure to a residential dwelling may be as close as five feet to any rear property line.
      b.   An accessory structure shall not exceed 50% of the interior square footage of the principal structure; however, if the interior square footage of the principal structure is less than 1,000 square feet, the maximum accessory structure shall not exceed 500 square feet. The combined sum of all structures (principal and accessory) shall not exceed the maximum lot coverage under any circumstance.
      c.   An accessory structure shall not exceed two stories or 25 feet in height.
      d.   An accessory structure shall not be located in a required front yard.
   P.   Recreational Vehicles and Travel Trailers. Recreational vehicles and travel trailers, as defined in Section III, are not allowed in any district except "A" on a parcel that contains at least 10 acres or more as well as has at least one occupied single family home or in C-2 or I-1 or I-2. One recreational vehicle or trailer may be placed, located, or parked either: a) on a paved surface; or b) in a location where the trailer, or any part of the trailer, is not visible from a public place or the public right-of-way. No long term living in trailer. Long term is defined as anything over ten (10) days. Such recreational vehicle or trailer may not be hooked up to utilities at any time, but port-a-potties (or similar type portable commodes) may be located nearby.
   Q.   Box cars and railroad cars. Box cars, shipping containers, and railroad cars may not be located on residential lots and may not be used for occupancy or for storage in any district.
   R.   Modular Components. Modular components shall comply with the following requirements:
      1.   Modular components must comply with the applicable building codes, must be installed in accordance with the building permit issued for the modular component, and must receive a certificate of occupancy before the modular component may be occupied.
      2.   Modular components must have a value equal to or greater than the median taxable value for each single-family dwelling located within 500 feet of the lot on which the industrialized housing is proposed to be located, as determined by the most recent certified tax appraisal roll for each county in which the properties are located. "Value" means the taxable value of the modular component and the lot after installation of the housing.
      3.   Modular components must comply with the following requirements:
         a.   Have exterior siding, roofing, roofing pitch, foundation fascia, and fenestration compatible with the single-family dwellings located within 500 feet of the lot on which the modular component is proposed to be located;
         b.   Have exterior siding, roofing, roof pitch, foundation fascia, and fenestration compatible with the single-family dwellings located within 500 feet of the lot on which the modular component is proposed to be located;
         c.   Comply with the building setbacks, side and rear yard offsets, subdivision control, landscaping, square footage, and other site requirements applicable to the zoning district in which the modular component is proposed to be located;
         d.   Be securely fixed to a permanent foundation; and
         e.   All modules or modular components must bear an approved decal or insignia indicating inspection by the state agency that regulates industrialized housing.
