Section IV-A. Manufactured Home Subdivision District "M-1."
   A "Manufactured Home Subdivision District" "District M-1" is hereby created within the City. Only geographic areas of the City that have been previously platted and developed, or are being platted and developed, as a subdivision in compliance with State law, may, upon application, notice and hearings as required by state law, be zoned Manufactured Home Subdivision District; provided that no such land area shall be eligible for this zoning district unless such area includes at least one platted block and is separated from neighboring single family "R-1" residential zoning by a street, creek, drainage way, greenbelt, or other natural barrier.
   A.   Permitted Uses.
      1.   Manufactured Home Subdivision District. Land and areas of the City zoned "M-1 " may be used and occupied by Manufactured Homes, Modular/Industrialized Housing, and Tiny Houses that comply with Section IV-A.E.5 of this Ordinance.
      2.   Additional Permitted Uses. The following uses shall be additional permitted uses in any area and property zoned "M-1" within the City:
         a.   Manufactured homes.
         b.   Modular/Industrialized components.
         c.   Tiny Houses.
         d.   Any use permitted in "R-1."
         e.   Churches.
         f.   Municipal Buildings.
      3.   Purpose. The intent of this district is to provide for the location of HUD manufactured homes, modular/industrialized homes, tiny homes, or on-site construction single family residential, together with such public and semi-public buildings and facilities and accessory structures as may be necessary and compatible with residential surroundings of this nature. The district is specifically designed to permit at acceptable densities the platting and selling/conveyance of property rights to and ownership in subdivided individual lots upon which such structures are to be located.
   B.   Height Regulations. No building shall exceed twenty-six feet (26') or two (2) stories in height.
   C.   Area Regulations.
      1.   Size of Yards.
         a.   Front Yard. There shall be a front yard having a depth of not less than twenty-five (25) feet. Where lots have a double frontage, extending through from one street to another, the required front yard shall be provided on both streets.
         b.   Side Yard. There shall be a side yard of not less than seven (7) feet in width on each side of the lot. A side yard adjacent to a side street shall not be less than fifteen (15) feet. No side yard for allowable nonresidential uses shall be less than twenty-five (25) feet.
         c.   Rear Yard. There shall be a rear yard having a depth of not less than twenty feet (20') measured from the rear lot line.
      2.   Size of Lot.
         a.   Lot Area. Lots served by the City wastewater collection system shall have a minimum of seven thousand (7,000) square feet. All lots not served by the City wastewater collection system shall have a minimum lot area of one-half (½) acre.
         b.   Lot Width. Lots shall have a minimum width of seventy feet (70') at the building line and for a distance of at least forty feet (40') behind the building line. The average width of all such lots shall not be less than the required width of such lot at the building line.
         c.   Lot Depth. The average depth of the lot shall not be less than one hundred feet (100').
   D.   Parking Regulations. Not less than two off-street parking spaces shall be provided for each lot. Minimum driveway must be 12 feet wide to public street; driveway to be hard surfaced such as asphalt, concrete, bricks, cobblestone or paving stones.
   E.   Other Regulations.
      1.   No manufactured home with less than five hundred (500) square feet is permitted lot.
      2.   Manufactured homes must be skirted within sixty (60) days from the date placed on a lot.
      3.   Manufactured homes must be tied down securely and in compliance with applicable regulations prior to occupancy.
      4.   No manufactured home may be located in any District other than "M-1" or "M-2."
      5.   Tiny House regulations.
         a.   One (1) Tiny House and associated amenities is allowed per lot. The minimum dwelling size shall be no less than nine hundred forty (940) square feet and no more than one thousand one hundred (1,100) square feet of living area.
         b.   Tiny Houses shall be permanent structures that are constructed on or off site and shall be mounted to a permanent foundation.
         c.   Tiny Houses shall be installed in accordance with the following criteria:
            (i)   Each Tiny House is required to have a driveway and an address. Alternative materials such as ribbon driveways, crushed granite with ribbon curbs, or other material as approved by the Building Official are permitted as long as the driveway is in compliance with the Fire Code.
            (ii)   Garage and carport additions are permitted, provided they cover a paved parking area or other approved material as listed above and are connected to a street by a paved drive, meet the minimum building setback requirements, and have roof and siding material compatible with the primary structure.
            (iii)   Parking areas may be asphalt, concrete, crushed granite with a concrete ribbon curb, or other similar material approved by the Building Official.
            (iv)   Patio and porch covers are permitted, provided they cover an improved patio, deck or porch and meet the minimum building setback requirements.
            (v)   Each Tiny House shall be connected to City utilities including water and wastewater.
      5.   The standards set forth in Section IV-B.A.4. shall be applicable.
      6.   A development designed as a manufactured home subdivision shall meet all requirements of the city subdivision ordinance, this section, the manufactured home park district, and all applicable sections of the manufactured home park ordinance.
      7.   No recreational vehicles or travel trailers may be parked and/or used for lodging/overnight stays or hooked up to utilities in the M-1 District.
