Section II. Purpose.
   1.   General. It is hereby declared to be the purpose and intent of the City Council in enacting this ordinance that the zoning regulations and districts as herein established have been made in accordance with a comprehensive plan for the purpose of promoting the health, safety, morals and general welfare of the City. They have been designed to lessen the congestion in the streets; to secure safety from fire, panic and other dangers; to provide adequate light and air; to prevent the overcrowding of land; to avoid undue concentration of population; to facilitate the adequate provision of transportation, water, sewerage, schools, parks and other public requirements. They have been made with reasonable consideration, among other things, for the character of the district, and its peculiar suitability for the particular uses specified; and with a view to conserving the value of buildings and encouraging the most appropriate use of land throughout the City consistent with a Comprehensive Plan.
   Be it ordained by the City Council of the City of Trinidad, Texas, that all of the incorporated area within the City of Trinidad, Texas, shall be known as the Trinidad Zoning Area and the following regulations, restrictions, provisions shall apply thereto:
   2.   Establishment of Zones. In order to carry out the provisions of this Ordinance, there are hereby established the following classifications of zoning districts:
      R-1 Residential District
      R-2 Residential District
      MF-1 Multi-Family District
      M-1 Manufactured Home Subdivision District
      M-2 Manufactured Home Park District-District
      C-1 Commercial District
      C-2 Commercial District
      I-1 Industrial District
      I-2 Industrial District
      A Agricultural District
      PD Planned Development District
      PL-1 Public Lands District
   3.   Zoning Map. The zoning districts defined herein are shown on the Zoning District Map of the City of Trinidad, which Maps is a part of this ordinance.
   4.   Zone Boundaries. Where uncertainty exists with respect to the boundaries of the various districts as shown on the Zoning District Map accompanying, and made a part of this ordinance, the following rule applies.
   The district boundaries are either streets or alleys unless otherwise shown. Boundaries indicated as following streets or alleys shall be construed to follow the centerline of said street or alley; boundaries indicated as following platted lot lines or City limit boundaries shall be construed as following the actual platted lot line or City limit.
