(a) There is established a new fund to be known as the "Utility Credit Memo Fund", numbered Fund 028 for the purpose of accounting for revenue credits and debits relating to the proper recognition of utility overpayments.
(b) The Utility Credit Memo Fund will serve as a clearing account for various overpayments of utility accounts and will credit funds back to those customers accounts when appropriate.
