Upon a written recommendation by the Zoning Administrator, Police Chief, Fire Chief, or other municipal department head, or any other governmental official having jurisdiction over the property, the City Manager may find that a property owner has allowed a property to become a chronic nuisance property under this chapter. No such finding shall be made unless:
(a) Two violations of the same City ordinance or Ohio Revised Code section have been identified within a 365 day period and an official written notice was delivered to the owner of the property after each violation, both by ordinary mail and by posting such notice on the front door of any building on the property. A certificate of service dated and signed by the City employee who mailed and posted such notice shall be attached to and placed in the appropriate City file with each notice; and
(b) Any subsequent violation within the same 365 day period shall be reviewed by the City Manager to determine if the property is a chronic nuisance property.
