(a) All full-time permanent employees of the City shall receive longevity pay as part of their weekly pay as follows:

(b) The maximum rate shall be $.4808 per hour for more than twenty-five years of continuous City service.
(c) The City Manager shall establish procedures, rules and regulations with regards to longevity pay.
