There is hereby established a new fund to be known as the "Water Rate Stabilization Fund," which shall be numbered Fund 027 for the purpose of accounting for revenues and expenditures relating to the transfer of funds between the Water Fund and the Water Rate Stabilization Fund, for the purpose of paying operating and maintenance expenses or debt service on the Water System Revenue Bonds.
