All collection costs, including those paid to agencies collecting funds on behalf of the City, and those reasonably incurred in the filing of court action, shall be added to and made a part of any such delinquent accounts owed by any person or entity to the City for services rendered, taxes due, utility payments due, court ordered fines and costs, administrative fines and fees, or privileges granted and also including any court costs and attorney's collection fees reasonably incurred in such collection process.
