(a) There is created and established the independent contractor position of public defender in the Mayor's Court.
(b) The independent contractor position shall be filled by a qualified attorney with experience in the practice of criminal law and shall be contracted for his or her services by the City Manager.
(c) The position shall be a non-employee contract position with the City. The attorney who fills such position shall be an independent contractor and shall not be entitled to any benefits the City provides for its employees.
(d) The compensation shall be established by contract between the City and the attorney; the term of the contract shall also be established by the contract.
(e) This chapter, being necessary for the welfare of the citizens of the City, shall become effective immediately upon its passage by the Council.
