(a) There is hereby established an impact fee of six hundred dollars ($600.00) to be assessed on each new residential unit which is created after the passage date of this section. The fee shall be applied to each single-family dwelling or equivalent residential unit, such as condominiums, duplexes and apartments, with the fee to be multiplied by the number of units. The impact fee shall be due and payable at the time of application for a building permit for the construction of any residential unit and as a condition of approval.
(b) Funds derived from the impact fees shall be deposited to the Parks and Recreation Fund.
(c) The amount of the fee shall be reviewed annually as part of the annual budgetary process to determine if the fee meets the additional needs created by the residential units and for the purpose of determining whether such fee should be increased or decreased to meet current and anticipated needs.
