1402.07 DEFINITIONS.
   As used in the Building Code:
      (1)   "Alley" means any public space, public park or thoroughfare less than sixteen feet but not less than ten feet in width that has been dedicated or deeded to the public for public use.
      (2)   "Alter" or "alteration" means any change, addition or modification in construction or occupancy.
      (3)   "Apartment" means a room or suite of rooms that is occupied or that is intended or designed to be occupied by one family for living and sleeping purposes.
      (4)   "Apartment house" means any building, or portion thereof, that is designed, built, rented, leased, let or hired out to be occupied or that is occupied as the home or residence of more than two families living independently of each other and doing their own cooking in the building, and includes flats and apartments.
      (5)   "Approved" means, with respect to materials and types of construction, approval by the Building Inspector as the result of investigation and tests conducted by him, or by reason of accepted principles or tests by national authorities, technical or scientific-organizations.
      (6)   "Building" means any structure built for the support, shelter or enclosure of persons, animals, chattels or property of any kind.
      (7)   "Building, existing" means a building erected prior to the effective date of this subsection (Ordinance 555, passed February 19, 1953), or one for which a legal building permit has been issued.
      (8)   "Building Inspector" means the officer charged with the administration and enforcement of the Building Code, or his regularly authorized deputy.
      (9)   "Dwelling" means a building used exclusively for residence purposes.
      (10)   "Family" means one person living alone, or a group of two or more persons living together, whether related to each other by birth or not.
      (11)   "Fire door" or "fire window" means a fire-resistive door or window conforming to nationally accepted standards. Any door or window bearing the label of the Underwriters' Laboratories shall be acceptable under the Building Code for use in the class of opening specified on the label.
      (12)   "Fire-resistance rating" means the time in hours that the material or construction will withstand the standard fire exposure as determined by a fire test made in conformity with the "Standard Methods of Fire Tests of Building Construction and Materials," ASTM E119-47.
      (13)   "Floor area" means the area included within surrounding walls of a building (or portion thereof), exclusive of vent shafts and closets.
      (14)   "Footing" or "foundation" means the spreading course at the base or bottom of a foundation wall, column or pier.
      (15)   "Front of lot" means the front boundary line of a lot bordering on the street, and in the case of a corner lot may be either frontage.
      (16)   "Garage" means a building or portion thereof in which a motor vehicle containing gasoline, distillate or other volatile, flammable liquid in its tank, is stored, repaired or kept.
      (17)   "Garage, private" means a building or a portion thereof in which only motor vehicles used by the owner or tenant of the building are stored or kept, and with space for not more than four automobiles.
      (18)   "Grade" means, with reference to ground level, the average of the finished ground level at the center of all walls of a building. In case walls are parallel to and within five feet of a sidewalk, the above-ground level shall be measured at the sidewalk.
      (19)   "Grade" means, with reference to lumber, the division of sawed lumber into quality classes with respect to its physical and mechanical properties as defined in published lumber manufacturers' standard grading rules.
      (20)   "Guest" means any person hiring or occupying a room for living or sleeping purposes.
      (21)   "Habitable room" means a room occupied by one or more persons for living, eating or sleeping, and includes kitchens serving apartments or individual households, but does not include bathrooms, toilet compartments, laundries, utility rooms, corridors, basements and other spaces that are not used frequently or during extended periods.
      (22)   "Height of building" means the vertical distance from the grade to the highest point of the coping of a flat roof or to the average height of the highest gable of a pitch or hip roof.
      (23)   "Lintel" means the beam or girder placed over an opening in a wall, which supports the wall construction above.
      (24)   "Masonry" means that form of construction, composed of stone, brick, concrete, gypsum, hollow clay tile, concrete block or tile, or other similar building units or materials or a combination of these materials laid up unit by unit and set in mortar. For the purpose of the Building Code, plain poured concrete shall be considered as masonry.
      (25)   "Masonry, solid" means masonry built without hollow spaces.
      (26)   "Repair" means the replacement of existing work with the same kind of material used in the existing work not including additional work that would affect the structural safety of the building.
      (27)   "Story" means that portion of a building included between the upper surface of any floor and the upper surface of the floor next above, except that the topmost story shall be that portion of a building included between the upper surface of the topmost floor and the ceiling or roof above. If the finished floor level directly above a basement or cellar is more than six feet above grade, such basement or cellar shall be considered a story.
      (28)   "Street" means any thoroughfare or public area not less than thirty feet in width that has been dedicated or deeded to the public for public use.
      (29)   "Structure" means that which is built or constructed, an edifice or building of any kind, or any piece of work artificially built up or composed of parts joined together in some definite manner.
      (30)   "Value" or "valuation" means, with respect to a building, the estimated cost to replace the building in kind.
      (31)   "Veneer" means a facing of brick, stone, concrete, tile or similar material attached to a wall for the purpose of providing ornamentation, protection or insulation, but not counted as adding strength to the wall.
