(a) Who May Initiate. Amendments to the text of the Zoning Code may be initiated by application of a property owner, by recommendation of the Planning Commission, or by the City Council on its own initiative.
(b) Forms. All proposals for amendment of the Zoning Code text made by any party shall be made on the form provided by the Zoning Administrator to collect information and monitor the process.
