1212.06 CONSTRUCTION REQUIREMENTS.
   (a)   Street name signs shall be located and erected of a type of material meeting the standard specifications found in the Ohio Manual of Uniform Traffic Control Devices.
   (b)   Stop signs shall be located and erected of a type of material meeting the standard specification found in the Ohio Manual of Uniform Traffic Control Devices.
   (c)   Permanent Monumentation.
      (1)   All permanent corners of the subdivision (any point of change in bearing) shall be either 6-inch diameter concrete monuments, 36 inches in length, with a suitable center point (1/2-inch iron pin), cross notch, or brass plate, or 1-inch diameter solid pins with minimum 30-inch length.
      (2)   All street centerlines at intersections, center and offsets of cul-de-sacs, points of tangency and points of curvatures shall be marked with 3/4-inch iron pins, minimum 30 inches in length, and 1/4-inch counter sunk or 6-inch railroad spikes 1/4-inch counter sunk.
      (3)   All monumentation must be in place prior to the release of the performance bond.
      (4)   All subdivision monumentation shall be tied to state plane coordinates if there exists a state plane coordinate reference monument within one-half mile of the subdivision. It is important that coordinate pairs for the subdivision be referenced to a monument for the section within which your subdivision lies.
   (d)   The subdivider shall be responsible for the movement of traffic over the work in accordance with the Ohio Manual of Uniform Traffic Control Devices until the street is accepted in accordance with Ohio R.C. Chapter 711. The subdivider shall also provide ingress and egress for residents and the general public.
   (e)   Top course of pavement is not to be placed for a minimum of 9 months after the leveling course and 50% of the homes are completed. If after 2 years, 50% of the homes have not been completed, then the top course may be applied. As-built drawings must be submitted prior to the placement of the top course of pavement. See Chapter 1210 for details.
   (f)   All fills are to be constructed per ODOT standards, per Section 203, ODOT Construction and Material Specifications, unless otherwise specified by the appropriate approving authority.
   (g)   All construction is to be done in accordance with the latest edition of the Ohio Department of Transportation Construction and Material Specification Book.
   (h)   It shall be the responsibility of the developer of the subdivision to maintain a clean street surface during all phases of construction. All future plat approvals concerning the subdivision will be suspended unless the streets are clean. In cases where streets are not kept clean after the plat has been recorded, then work will be suspended on buildings under construction and no new permits will be issued in that subdivision until the streets are cleaned. It will be the responsibility of the developer to establish a method to achieve this and, if necessary, require it of the builders.
   (i)   All ponds remaining as a part of the proposed subdivision development shall be in an acceptable condition based on standards outlined by the NRCS Engineering Standards for ponds prior to recording of the final plat.
   (j)   Failure to comply. Whenever public improvements have not been constructed and/or maintained in accordance with these regulations, the City Council may exercise its rights of foreclosure on the bond.
