For the processing and review of plats as provided herein, those fees fixed by the City Council shall be due and payable at the time of preliminary plat submittal and before review by the subdivision review staff or Planning Commission. Variable fees, which are dependent on the City's costs, shall be due and payable within 14 days after the costs are known and an invoice is mailed to the subdivider. The City may invoice for variable fees once on a total cost basis, or several times as costs accrue, at its option.
