The City shall not be responsible for maintaining any subdivision improvements until such time as the City has accepted such improvements. Prior to such date, the City shall not be responsible for any suits, actions, or claims of any character brought on account of any injuries or damage sustained by any person or property in connection with such subdivision improvements.
