Containers, including recycling bins, shall be placed for collection in the parkway between the sidewalk and the street, or, in cases where no sidewalk exists, no closer than one foot nor farther than four feet from the pavement edge of the street, or in such place as may be designated by the Service Director in the event of special circumstances or whenever the premises are accessible to an alley. All containers, including recycling bins, shall not be placed out for collection prior to the evening before the day of collection and shall be removed on the same day that the collection is completed.
