The Service Director, with the approval of the City Manager, is hereby authorized to make and enforce such reasonable rules and regulations as he or she may deem necessary to provide for the collection of garbage, waste, recyclable waste and other wastes and to otherwise carry out the provisions of this chapter. No person shall violate such rules or regulations.
