(a) No person, other than an authorized City employee or an employee of a franchisee for waste collection within the City, shall engage in the collection, removal and transportation of garbage, trash or recyclable waste or other materials.
(b) From the time anyone places recyclables at the street line or in a recycling receptacle in accordance with the provisions of this chapter, such recyclable items shall become the property of the City. It shall be a violation of this chapter for any person unauthorized by the City to collect or pick up or cause to be collected or picked up any such items, and each such collection or pick-up in violation hereof from any location shall constitute a separate and distinct offense, punishable as provided in Section 1060.99.
