1054.01 SECURITY DEPOSITS FOR WATER, SEWER AND/OR REFUSE ACCOUNTS.
   (a)   Any person applying for water, sewer and/or refuse service who is not the owner of the property to be served or who has allowed said bill or bills to become past due shall deposit with the City sufficient funds to guarantee the payment of the monthly water, sewer and/or refuse bill. The deposit shall be three hundred dollars ($300.00).
   (b)   The deposit shall be returned to the depositor upon the read out and payment of the final bill. The deposit may be applied to the final bill.
   (c)   If any depositor's account is delinquent for payment for more than ten days, the amount of the current bill may be withdrawn from the deposit and applied to the bill. The depositor shall be required to replenish the deposit account within fifteen days of said application to the bill. This remedy shall be in addition to all other ordinances, rules and regulations of the City and shall not be a bar or election to any other remedy or penalty.
