All funds received from the collection of storm water utility charges shall be deposited with the Treasurer and kept by him or her in a separate and distinct fund known as the Storm Water Utility Fund. This Fund shall be used to offset a portion or all of the costs of management, construction, maintenance, debt service, operation, design, improvement and expansion of the storm water utility system.
