The sewer service charges or rentals charged pursuant to this chapter shall be collected by the Treasurer, who shall make and enforce such bylaws, rules and regulations as may be necessary for the collection, rebating and refunding of such charges and rentals. The City Manager shall make and enforce such bylaws and regulations as may be deemed necessary for the safe, economical and efficient management and protection of the City's sewerage system, the construction and use of the City's building sewers and connections to the sewerage system. Such bylaws and regulations of the Treasurer and City Manager shall be filed with the Clerk of Council and shall have the effect of ordinances. No person shall violate or fail to comply with any such bylaw, rule or regulation.
