(a) The sewer charge or rental provided in this chapter shall be payable monthly or quarterly at the office of the Treasurer at City Hall, upon statements rendered by the Treasurer, at the same time and under the same terms that the water bill for the lot, parcel of land, building or premises is payable.
(b) The owner of private property that is served by the wastewater system, as well as the account holder, lessee or tenant of the premises, shall be liable to the City for all charges herein levied.
