The funds received from the collection of sewer service rates and charges shall be deposited with the Treasurer and kept by him in a separate and distinct fund known as the Sewer Revenue Fund. This Fund shall be used for the payment of the cost of the management, construction, maintenance, debt service, operation, design, improvement and expansion of the sewerage system and Sewage Treatment Plant.
