It is hereby determined and declared to be necessary and conducive to the protection of the public health, safety, welfare and convenience of the City to levy and collect service charges or sewer rentals upon all occupied premises, served by, having connection with or having access to the sanitary sewerage system and the Sewage Treatment Plant of the City. The proceeds of such charges or rentals so derived shall be for the use of the sanitary sewerage system and Treatment Plant as provided in this chapter.
