The Health Officer and/or other duly authorized employees of the City, County Sanitary District, State water pollution control agencies, and U.S. Environmental Protection Agency, bearing the proper credentials and identifications, shall be permitted to enter upon all properties for the purposes of inspection, observation, measurement, sampling and testing, in accordance with the provisions of this chapter.
