(a) The property owner shall bear and be responsible for the payment of all costs and expenses incurred or incidental to the installation and cleaning of sewer service to the property. The property owner shall be responsible for the cleaning of the sewer service to the public sewer main and for the maintenance of sewer service to the public right of way. The City shall be responsible for the maintenance of the sewer service within the right of way.
(b) The Service Director may have the sewer service installed from the sewer main connection to the limit of the public right of way, at the owner's expense, or may require the property owner, at his or her expense, to install the sewer service from the sewer main connection to the limit of the public right of way.
(c) The property owner shall indemnify and save the City harmless from any loss or damage arising out of or as a result of the installation, maintenance or cleaning of the sewer service.
