The type, capacity, location and layout of a private sewage disposal system shall comply with all recommendations of the State E.P.A. No permit shall be issued for any private sewage disposal system employing subsurface soil absorption facilities where the area in the lot is less than 15,000 square feet in cases where an approved public water supply is available, and 31,500 square feet where the water supply must be obtained by a well on the same lot. The foregoing area requirement may be altered by the Health Officer granting the permit when, in his judgment, the absorption characteristics of the soil on the lot justify such action. No septic tank or cesspool shall be permitted to discharge into any public sewer. No septic tank or cesspool shall be allowed unless there is in connection therewith a proper leaching bed.
