No person shall discharge into any natural outlet within the City or in any area under jurisdiction of the City, any sanitary sewage, industrial wastes or other polluted waters, except where suitable treatment has been provided in accordance with subsequent provisions of this chapter and in accordance with provisions of the NPDES permit.
