(a) No person shall obstruct or cause the obstruction of any gutter, curb, catch basin, storm sewer or other drainage facility with snow, mud, earth, debris or any other substance, material or object.
(b) No person shall place or cause the placement of any substance, material or object, other than surface or storm water, into any gutter, curb, catch basin, storm sewer or other drainage facility.
(c) No person shall alter or modify any gutter, curb, catch basin, storm sewer or other drainage facility without the written permission of the City Manager or his or her designee. This section shall not apply to employees or contractors hired by the City who are engaged in the course of their duties as such employees or contractors of the City.
