No person shall erect or relocate any structure, either residential or commercial, on any subdivision lot or other tract of land in the City where curbs and gutters presently exist, or are installed after the effective date of this section (Ordinance 743, passed April 15, 1965), unless such person installs sidewalks within one year from the date of the issuance of the building permit, or when the structure is occupied, whichever is sooner.
