1020.02 PERMIT APPLICATION; DEPOSIT REQUIRED.
   Each permit required in Section 1020.01 shall be confined to a single project and shall be issued by the City Manager or his or her delegate. Application shall be made on a form prescribed by the City, or, in the absence thereof, shall be submitted on the letterhead of the entity requesting said permit. Each application shall give the exact location of the proposed opening, the type of paving, the area and depth to be excavated and such other facts as may be required by the City Manager to adequately process said application. Unless specifically exempted by the City Manager, the permit shall not be issued until a deposit sufficient to cover the cost of restoration has been posted with the City, conditioned upon prompt and satisfactory refilling of excavations and restoration of all surfaces disturbed. Said deposit may be in a form approved by the City Manager, examples of which may include cash, certified check, letter of credit, or other suitable instrument. The City Manager reserves the right to require a deposit prior to issuing a permit and, further, reserves the right to refuse certain deposit instrument types and require a specific type of instrument, in the best interest of the City, its Council, and its citizens.
