No adult entertainment facility shall be permitted by the Board of Zoning Appeals unless all of the following design requirements have been met:
(a) The facility meets the exterior lighting and parking requirements of the zoning district in which it is located which are current at the time of permit application.
(b) The interior space of the facility, including the arrangement of walls and furnishings, is designed to permit continuous visual supervision of all areas accessible to patrons by at least one of the facility's employees from his or her assigned work station. Rest rooms are exempt from this requirement.
(c) No part of the facility is designed to permit any patron to have an expectation of privacy when obtaining products or services or observing or participating in activities offered by the facility.
