The purpose of this chapter is to promote the public health, safety, and morals as they may be affected by sexually-oriented adult entertainment businesses. The intent of this chapter is to achieve numerous important community objectives, including but not limited to the following:
(a) Prevent the spread of sexually-transmitted disease.
(b) Protect children from exposure to inappropriate activities and themes.
(c) Minimize conflicts between sexually-oriented adult entertainment businesses and other land uses.
(d) Facilitate the enforcement of obscenity laws.
(e) Protect property values.
(f) Discourage and prevent criminal activity.
(g) Prevent urban blight and other adverse secondary effects on the community.
(h) Preserve the quality of urban life.
