It is the intent of this chapter to:
(a) Provide for reasonable and objective standards and regulations for existing and proposed signs, in order to protect general public health, safety, welfare, convenience, and aesthetics.
(b) Provide for consistent and fair application and enforcement of the regulations pertaining to signs without regard to the communicative content of any sign.
(c) Enhance the economy, the business, and the industry of the City by promoting the reasonable, orderly, and effective display of signs and thereby encourage increased communication with the public.
(d) Create a logical relationship between the amount, type, and location of signage and the land use, dimensions, and location of the property.
(e) Maintain an aesthetically pleasing environment free of unnecessary or excessive visual clutter.
(f) Control the size, location, and design of temporary and permanent signs so that the appearance of such signs will be aesthetically harmonious with their surroundings and will enhance the overall appearance of the environment.
(g) Ensure the protection of free speech rights under the United States Constitution.
